ONETEAMSV has provided subject matter expertise and programming in El Salvador for over 10 years as a privately funded all volunteer effort. Our current focus is with the Ministry of Homeland Emergency First On Scene Responder programming and Ministry of Homeland’s new Civil Protection Surf City Lifeguard Program, which is rapidly becoming the gold standard throughout Central America.

In 2019, ONETEAMSV created a national program throughout El Salvador in support of the countries: Police, Firefighters, Defense and Corrections Agents and Service Members along with Emergency First Responders. This resiliency enhancement programming we named “Cuidando de los Héroes” - “Taking Care of Heroes” and continues today.

ONETEAMSV’s Medical Director - Laila Powers M.D. is a US Board Certified Emergency Medicine Physician with over 30 years of Emergency and First Responder Directing Experience. She has been volunteering monthly in El Salvador for over 8 years.
ONETEAMSV worked with Homeland Minister Juan Carlos Bidegain and Protection Civil Director Luis Alonso Amaya along with Lifeguard Teams Director Mauricio Aguilar, and staff to developed a Basic Life Saving Concurrency Training module that is now implemented throughout the country.
The curriculum comes from a collective network of professional instructors Dr Powers, assembled in the fields of emergency medicine, first responder and wilderness first responder training and certification, taking into account the environment and response times for higher level of care transfers throughout the country.
Training is designed to build confidence in care for the individual and teams as a whole with real world scenarios included and ‘reality’ rather then ‘text book perfect’ stressed to reinforce the true nature of extreme lifesaving and the environment that exists with world renowned surf breaks existence throughout Surf City El Salvador.
In 2023, we partnered in friendship with the Ministry of Health’s FOSALUD and SEM!32 agencies to enhance the overall development of immediate “first to scene” emergency responsive care and are currently working with many agencies to develop future first responder protocols and procedures for the country.
